Further to your request, please see the following response:
Printing of annual billing is outsourced, daily printing service delivered
in-house.
Mail requirements are delivered on a shared service basis with another
authority and other service requirements for mail are met by Royal Mail &
DX. No contracts in place.
With regards to electoral print requirements, we can confirm that the
Council holds this information. However, we are unable to disclose this
information in reliance on section 43 (2) FOIA – disclosure of the
information would, or would be likely to, prejudice the commercial
interests of a person. This is because by revealing these details, and
when the contract may end, this may prejudice pending or future
negotiations the Council may be subject to.
Section 43 is subject to a public interest test, which means that
consideration must be given to whether in all the circumstances of the
case, the public interest favouring disclosure is greater than the public
interest in maintaining the exemption. The public interest in withholding
the requested information is considered to outweigh the public interest in
disclosure in this case, as releasing the requested information could
prejudice the Council’s current or future negotiation capabilities.
