The number of PAMS assessments carried out where a parent/s has a learning disabilty.

The number of successful PAMS assessments where a parent/s with a learning disabilty was found to be able to care for their child.

The number of children adopted in Swindon where a parent/s has a learning disability.

By “parent with a learning disability” does this mean parents who have had
a cognitive assessment with an assessed IQ under 70 so would meet criteria
for LD services?

 

By “be able to care for their child” does this mean to care for them on
their own in their own home or would include children who stay in their
parents care but with the direct support of others?

 

When clarification applies the 20 working day deadline temporarily halts
until we receive your reply. We will not proceed any further with any part
of your request until we hear from you. We will of course confirm the new

By “be able to care for their child” does this mean to care for them on

parents care but with the direct support of others? - parents maintaining full parental responsibility caring for their children in their own home with or without support

PAMS Assessment training was undertaken in May 2014. Since May 2014 there
have been 6 PAMS assessments where the parent was assessed as having a
learning disability.

 

The number of successful PAMS assessments where a parent/s with a learning
disability was found to be able to care for their child.

 

One. 

 

The number of children adopted in Swindon where a parent/s has a learning
disability.

 

We do not hold this data, specifically, in a reportable format, therefore
we would need to conduct a manual trawl of the records to extract and
compile the requested information, which would take considerable time. The
Council has estimated that it will cost more than the appropriate limit to
consider your request. The appropriate limit is specified in regulations
and for Local Government is set at £450.00. This represents the estimated
cost of one person spending 18 hours in determining whether the Council
holds the information, and locating, retrieving and extracting the
information. Consequently, the Council is not obliged by the Freedom of
Information Act 2000 to respond to your request. However, if you still
require this information we will need confirmation from you so that we can
issue a Fees Notice outlining a breakdown of the time it would take and
the costs. This would not be a bill, but we would not proceed any further
with your request until it was paid.

 

However, we can provide the following anecdotal information: Since the
Adoption Manager has been in post (July 2016) one child has been adopted
whose parents have a learning disability.

 

 

 

If you are not satisfied with the service you have received in relation to
your request and wish to make a complaint or request a review of our

The complaints/review procedure involves a full review and an examination
of all the information by the Council's Monitoring Officer.

you have exhausted the Council's own complaints procedure.
