Out of County patients in Specialist

Dear Kent and Medway NHS and Social Care Partnership Trust,

Thank you for your reply to my previous request. As you are unable to answer the previous questions please could you provide some general information re 'Specialist Beds'.

1. How many K&M NHS Mental Health patients have been placed in out-of-county 'Specialist' beds:
a. in 2017 ?
b. in 2018 to date ?

2. How many of those K&M NHS Mental Health patients who are currently in out-of-county 'Specialist Beds' have been there :
a. longer than one year ?
b. longer than two years?

3. What is the criteria used in deciding that a patient requires a 'Specialist Bed' placement instead of a normal placement ?

4. Does a 'Specialist Bed' placement infer that there is a higher degree of therapy and treatment options for these patients? Does K&M NHS scrutinise the availability and efectiveness of this and ensure that they are not just receiving the same treatment as normal placements?

5. Are patients in a 'Specialist Bed' placement monitored for progress by K&M NHS and if so how often would they meet with a representative of K&M NHS?

6. When reporting the number of 'out-of-county' placements in NHS and government reports and statistics does K&M NHS include the number of spacialist bed placements? If not where would this number be found in official statistics?

I write further to your request FOI ID 16132 under the Freedom of
Information Act 2000 regarding:-

 

Specialist out of area beds

 

Following an investigation and search of our records I can confirm the
following Kent and Medway NHS and Social Care Partnership Trust (KMPT)
information:-

 

1.       How many K&M NHS Mental Health patients have been placed in
out-of-county 'Specialist' beds:

 

a. in 2017 ?

b. in 2018 to date ?

 

KMPT does not place patients into ‘specialist beds’. KMPT only use private
beds for ‘acute’ beds.

 

2.       How many of those K&M NHS Mental Health patients who are
currently in out-of-county 'Specialist Beds' have been there :

 

a.  longer than one year ?

b. longer than two years?

 

N/A

 

3.       What is the criteria used in deciding that a patient requires a
'Specialist Bed' placement instead of a normal placement?

 

If the patient’s needs can be met by local acute mental health services
provided by KMPT then this would not be a specialist placement.

 

The criteria for a specialist placement would need to be obtained from the
CCG’s as they all will/may have different criteria.

 

4.       Does a 'Specialist Bed' placement infer that there is a higher
degree of therapy and treatment options for these patients? Does K&M NHS
scrutinise the availability and effectiveness of this and ensure that they
are not just receiving the same treatment as normal placements?

 

KMPT does not place patients into ‘specialist’ beds and therefore does not
have this information. Individual CCGs would need to be contacted as it
may/will depend on what they commission.

 

5.       Are patients in a 'Specialist Bed' placement monitored for
progress by K&M NHS and if so how often would they meet with a
representative of K&M NHS?

 

KMPT may continue to have a role in monitoring patients placed in
specialist beds. This would depend on the clinical needs of the patient
and the arrangements that the CCG put in place. It is the CCG that is
responsible for this.

 

6.       When reporting the number of 'out-of-county' placements in NHS
and government reports and statistics does K&M NHS include the number of
specialist bed placements? If not where would this number be found in
official statistics?

 

No, KMPT only reports on private bed use that it is responsible for, i.e.
acute. The CCG(s) would need to be contacted to advise if/where they
report specialist placements.
