Out of Area Placement Data

Dear Camden and Islington NHS Foundation Trust,

The Trust is required by regulation to provide data regarding Out of Area Placements (OAP)

With regard to adults under the age of 65 yrs Please provide the following:

(1) Confirmation which organisation/organisations the data is submitted to and how often;

(2) Copies of all data submissions recorded since the regulations came in to force or in the alternative a table of the breakdown - a weblink is acceptable;

(3) Specifically: please detail how many female & how many male patients were OAP during the relevant time period identified above;

(4) Specifically: how many patients with sensory and/or physical disability were OAP during the relevant time period identified above - please break down by female/male.

(5) With regard to female disability accessible beds please provide detail of all providers and actual locations of beds sourced/beds funded/beds provided/providers identified - please specify name of hospital.

(6) With regard to (5) please explain how suitability of OAP for those with sensory/physical disability is assessed. Please provide policy & guidance to Bed Mangers regarding this.

(7) Please provide details of how the Occupational Therapy service is accessed for patients detained under the Mental Health Act - whereby the patient is known to have additional needs relating to sensory/physical disability or HCP's/clinicians are informed/aware.

(8) With regard to (7) & sensory/physical disability please explain - and provide guidance & policy - on how a disability assessment is undertaken of patient need in order to establish suitability & safety of OAP.
Please include detail of out of hour access arrangements.

Dear Camden and Islington NHS Foundation Trust,

The request is crystal clear.

Delaying a response simply to buy time because you don't know how to find this out or because the Trust doesn't hold the information is inappropriate. Either the data is readily available or it is not. Presumably you Bed Managers can advise you on this.

If the Trust does not hold the information then just state 'the Trust does not hold this information'.
That will suffice.

If there is no process. protocol or policy regarding patients with physical/sensory disability and if the Trust doesn't know where disability accessible beds are then just state so.

Given the unreasonable delay I am writing to request an internal review of Camden and Islington NHS Foundation Trust's handling of my FOI request 'Out of Area Placement Data']

Dear Information Governance Manager

You have failed to explain what exactly requires clarification. As stated the request is crystal clear, relates to data the Trust has a statutory requirement to record and yet can't be accessed publicly.

Instead you've just used the word ' clarification' in a sentence in a manner meaningless . Which part of the FOI don't you understand? Which parts require ' clarification' ? I have asked others to scrutinise the request in case it was unclear but no one can see what is obscure. So please explain in plain wording what the Trust needs help to understand.

You have already accidentally posted ( then redacted) internal communication stating you didn't know where to look for this information .Which is very different to ' needing clarification' .Hence the comment.

If the MH Trust doesn't record or hold data in this manner or has no policy or protocol or monitoring in place then just state so.

Re Internal Review. Since you haven't actually specified what needs clarification, have admitted you don't know where to find this information and haven't provided it or responded formally with ANY data please state when you believe 20 working days has passed and I will wait for that date to pass before following up further.
