Other peoples personal information

The authority would like to / has responded by postal mail to this request.

Dear Torridge District Council,

Can you tell me which law or legal right the local council hold that enables them to e-mail someone else's name and addresses, postcodes and details of a liability order issued to them, to a third party. This third party is not a business, credit company, government body, lawful, legal body. This third party is an individual who did not request or expect to receive another persons details, this I believe is in direct contradiction to the data protection act principle 1,the processing of ALL personal data (living identifiable person) in the collection, using and disclosing personal data.

Dear FOI,

Absolute load of twaddle, they did not answer the question, became personal in the letter and totally missed the point, no law, no rights, nothing. Just basically told me that it was their right to publish peoples names and addresses and it was not against the data protection act. So I have now put in another request. No straight answers from TDC.
