Dear Healthwatch Essex,

My team exposes cover ups within authorities. Please compile this FOI going back two years apart from Q5 asking for specific dates.

I can confirm Healthwatch have supported the father and this request. Please answer any questions that you can answer.

1. Going back 2 years, please tell me how many times parent(s) have made complaints to the NHS or PALS that social services or social workers have altered, misled or perverted the course of justice regarding a child’s medical record in the aim to cover up child sexual abuse? Please list all councils that have had complaints made against their department(s) or employee(s)

2. Going back 2 years, please tell me how many times any employee or department of the NHS (Inc. PALS) have refused to answer a parent(s) questions or complaints as to why social services or social workers have altered, tampered, covered up or perverted the course of justice with regards to medical evidence that may be considered covering up child sexual abuse? If yes, please explain why?

3. Going back 2 years, please tell me how many complaints have been made by parent(s) to NHS or PALS that a child’s medical examination to determine child sexual abuse have been blocked by social services or social workers? Please list all councils that have had complaints made against their department(s) or employee(s)

4. Going back 2 years, please tell me how many complaints by parent(s) have been made to NHS or PALS that social workers or social services have blocked or intimidated parent(s) not to seek medical attention for their children? Please list all councils that have had complaints made against their department(s) or employee(s)

5. According to a family court judge (Nov 2015), social services told the courts that the NHS slandered him for seeking medical attention for his child. The father asked PALS and a Caldecott Guardian if this was true and both refused to answer him. Social Services blocked the father from seeking medical attention and lied about medical reports to courts. A complaint was made to PALS which showed social services had altered reports. The young child had signs and symptoms of a sexually transmitted disease (STD). The judge had no concerns of a child having an STD.

a) Please tell me how many complaints were made regarding NHS slandering a father for seeking medical attention (who also had suspicions of abuse) between October 2015 – January 2016

b) Out of the above complaints, how many were answered / refused to answer by NHS and / or PALS

c) In the last 2 years how many prepubescent children have developed Gonorrhea or Trichomoniasis after birth (i.e. not from a pregnant mother with an STI) and

i) Sexual abuse was found

ii) No sexual abuse was found (if no, what reasons does a child obtain an STI without abuse being a factor)

d) Within the case of the father reporting abuse in Q5, PALS confirmed (8th December 2014) the child’s medical records from the NHS differed from social services version of medical records. The council refused to answer why medical records were altered. What action has the NHS taken against social services and what Borough Council changed this child’s medical records. Was this reported to the police by NHS?

e) Other NHS employees said this child, should the father had been intimidated by social services not to seek medical attention, may have been seriously ill or developed septicemia and died. We would like to know if the NHS supports the altering of a child’s medical records or stopping seeking medical attention that may lead to death of a child.

f) The police have confirmed that social services trying to stop this father seek medical attention for his child is perverting the course of justice, another police force has said the alteration of medical records is fraud. We would like to know if the NHS supports other agencies using the NHS name to commit fraud or pervert the course of justice.

As an independent voice for the people of Essex in regard to health and care services, we liaise closely with the NHS, PALS services, social care commissioners and providers, and others, but we are not a 'watchdog' or regulator organisation in the same way as the Care Quality Commission, for example. Accordingly we don’t have oversight of complaints to these organisations and therefore do not have access to any of the data you are asking for.

Dear Gavin Rogers,

Thank you for your response. I have evidence that a complaint was made about Thurrock social worker altering a child's medical records. The complaint was copied in to the police and MP's. The reply from NHS was, to the effect, we are refusing to answer you. Please direct me the trust that deals with the Thurrock area and Basildon Hospital so I can expose the complaint and wrong doings of an agency wanting to cover up child abuse for another agency

Thank you for your email. There are three Healthwatch organisations that cover the geographical county of Essex - Healthwatch Southend, Healthwatch Thurrock and ourselves. We cover the areas of the three councils, Essex County Council and the two unitary authorities of Southend and Thurrock, respectively.
