Can you confirm if third parties refers to, for example, professional advisors, rather than members of the public?

Do you know you are entitled to treat a delay in a response (over 20 working days) as a 'deemed refusal'? You can ask SNH to review the deemed refusal, which won't necessarily speed up their response, but it does mean that if you are not satisfied with their eventual response, you can appeal straight to the Scottish Information Commissioner because you will already have gone through the intermediate step of asking for a review.

Dear Scottish Natural Heritage,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Scottish Natural Heritage's handling of my FOI request 'Osprey'.

I do not accept the reasoning as to why documents have been withheld relating to this request. In particular the documents relating to legal advice provided Scottish Government and also legal advice provided to clients or third parties. Given the high level of public interest in this issue I believe this information should be made available.
