Original version of HMIC report into undercover police units

The request was partially successful.

Please could you release the original version of the HMIC report into undercover policing, publication of which was put on hold in October 2011, with a reworked version subsequently put out in February 2012 under the title ‘A review of national police units which provide intelligence on criminality associated with protest’.

Given that both the original version and the eventually published version were intended to be seen by the public, there can be no doubt that the document is suitable for release under FoI.

Due to the excessive length of time it has taken to receive a response in regards of this matter, I am writing to request an internal review of Her Majesty’s Inspectorate of Constabulary's handling of my FOI request 'Original version of HMIC report into undercover police units'.

Whilst initially I was kept informed of the delays involved, it has now been three and a half months since I have had a response from HMIC, with my last two messages remaining unanswered.

I fully appreciate that FoI obligations do place a burden on the resources of public bodies such as HMIC, and am more than willing to extend the courtesy of patience where there is a clear indication that the request will be dealt with in due course.

However, the excessive delay in the response to this particular information request, which is plainly not a frivolous one, and the ensuing silence despite repeated reminders, is something I find to be beyond the bounds of acceptability.

Accordingly I would like the matter to be subjected to an internal review, and for the original request to be answered as soon as possible.
