Dear Mr Tenneds

In accordance with Section 17 of the Freedom of Information Act, the
Council is required to inform you that some of the information you have
requested has not been provided and has been withheld due to the following
exemptions under the Act.

Section 40 – Personal Information

It is considered that this exemption under Section 40(2) (b) of the Act
applies, namely that some of the information is personal information and
disclosure would breach the rights of the individuals under the Data
Protection Act. The Council cannot disclose personal information where to
do so would breach any of the data protection principles.

In this case, we consider that to release the names of more junior staff
members cannot be justified and consent would not be given therefore
disclosure would breach the rights of these individuals under the Act.
However, as stated in the guidance from the Information Commissioner more
senior staff should have a reduced expectation of privacy and therefore
the names of City Managers (Formerly Heads of Service) and above have been
provided below.

In respect of contact information; while senior members of staff should
have a lower expectation of privacy, Hull City Council staff can be
contacted through the customer call-centre which is operated by an
external partner.  This is the customer contact mechanism which the
Council has employed to ensure the most efficient use of resources and
public funds.  We do not believe that the public interest is served by
making public direct staff telephone numbers which would allow the call
centre to be circumvented.  The disclosure of this personal data would
therefore be an unwarranted interference in the privacy of the staff in
question.  If you need to contact any of our staff, please call '01482
300300'.

We hope that you will be satisfied with our response and should you
require any further information then please do not hesitate to contact
us.

Should you wish to complain about our response in any way this must
initially be done by e-mailing [1][Hull City Council request email] or by
contacting us at The Information Governance Team, The Guildhall, Alfred
Gelder Street, Hull, HU1 2AA.

If you are not satisfied with the outcome of the internal review then you
may take your complaint to the Information Commissioner’s Office, the
