Reason for applying the exemption:

Personal information is exempt from disclosure under the Freedom of
Information Act 2000 if disclosure would lead to a breach of the data
protection principles, for example if the disclosure would be unfair to an
employee. This exemption is intended to ensure that greater public
openness does not compromise personal privacy.  Although some staff may on
occasion deal directly with their service users, 70% of Havering’s staff
live in the borough and it is our opinion that public disclosure of
contact details below 3rd tier management would be unfair in this
instance.
