Organisational breakdown of highways and transport division

Response to this request is long overdue. By law, under all circumstances, Northamptonshire County Council should have responded by now (details). You can complain by requesting an internal review.

Please may I have the organisational structure for the Highways and transport department within your council; a breakdown of the individual divisions and team(s) within the mentioned department, including the name, titles and contact details including telephone numbers of all team members for each division as of the date response to this request.
Furthermore, could I have the details of any consultants or recruitment agencies your organisation has used to hire for contract and permanent roles in the last 6 months.

Thank you for your email.

Staff details are held in our directory by name rather than job role/team
and we would need to create information in order to provide a breakdown of
individual teams within Highways which we are not obliged to do under FOIA

Job roles and responsibilities are constantly changing and so our
preferred method of contact is via our Customer Service Centre, please see
link below:


Information matching the criteria and parameters of your request for
details of consultants or recruitment agencies is not centrally held and
recorded by NCC. Procurement do not hold information on the engagement of
individuals as these are normally dealt with directly by service managers.


Unfortunately, I have estimated that the time it will take to contact each
individual service area to ascertain if consultants or recruitment
agencies have been used in the last 6 months will exceed the fee limit as
set out in the Appropriate Limit and Fees Regulations. Therefore, the
Council is not obliged to provide a response and I will not be processing
your request further. For information purposes, the fee limit set down by
the Regulations is £450.00 and in our case this equates to a maximum of 18
hours’ of search and retrieval time.


In accordance with Section 17 of the Freedom of Information Act 2000, this
letter acts as a refusal to release the information you have requested.

Section 12-Exemption where cost of compliance exceeds appropriate limit

(1)    Section 1 (1) does not oblige a public authority to comply with a
request for information if the authority estimates that the cost of
complying with the request would exceed the appropriate limit.
