Please may I have the organisational structure for the Highways and transport department within your council; a breakdown of the individual divisions and team(s) within the mentioned department, including the name, titles and contact details including telephone numbers of all team members for each division as of the date response to this request.
Furthermore, could I have the details of any consultants or recruitment agencies your organisation has used to hire for contract and permanent roles in the last 6 months.

regarding the organisational structure of the Highways and Transport
department of North Yorkshire County Council. Please find our response
below.

 

The organisational structure for the Highways and transport department
within your council; a breakdown of the individual divisions and team(s)
within the mentioned department, including the name, titles and contact
details including telephone numbers of all team members for each division
as of the date response to this request:

Please find the structure charts for the Highways & Transport department
and its various divisions & teams attached. We have not disclosed the
name, title, and contact details for any members of staff other than
senior leadership, as these are considered Personal data and therefore
exempted under Section 40(2) of the Freedom of Information Act. Section 40
(2) of the Freedom of Information Act 2000 exempts personal information
from disclosure if disclosure would breach one or more data protection
principles specified by Section 5(1) of the General Data Protection
Regulation (GDPR). In this case we consider that disclosure would breach
the first principle, namely that personal information must be processed
lawfully, fairly, and in a transparent manner in relation to the Data
Subject. In this case we consider that the disclosure would be unfair and
none of the conditions for processing, listed in Articles 6 and 9 of the
GDPR, would be met.

All of NYCC’s temporary agency requirements are delivered to by our
corporate contract with Matrix SCM, who are a neutral vendor and always
welcome new suppliers to their supply chain. If you are interested in
providing temporary agency services we advise that you contact them on

Over the last 6 month NYCC's Highway Department have only used temporary
agency staff via Matrix, we have not utilised any other
consultants/agents.

 

NYCC are committed to directly employing staff, only using agency workers
to fill gaps when all other options with internal staff and recruitment
have temporarily failed. We rarely use agency workers, limiting the use to
emergency or hard to fill assignments. We have looked at national
benchmarking data on agency spend in the public sector to see how we
compare and thought you might be interested in the finding to illustrate
our approach. There were 376 organisations spending a total of £1.1b
(£1,145,627,524). 

 

The average spend for all the organisations was £3m (£3,046,882) which is
significantly higher than the NYCC agency spend.  Reviewing spend
regionally in Yorkshire, NYCC’s spend is in line with several local
district councils and much lower than more comparable County or Unitary
authorities in terms of size and scale.

 

NYCC rarely engages the services of agencies, instead utilising a
specialist internal recruitment team.
