I am withholding the names of Service Managers for Children Services as
the information requested contains wholly personal information relating to
persons other than yourself, the applicant. Section 40 (2) & (3) of the
Freedom of Information Act 2000 provides an absolute exemption where
disclosure of information would lead to a breach of the principles laid
down by the Data Protection Act 2018. I consider the disclosure of the
information which you requested would constitute unfair processing in
contravention of the first data protection principle because those
individuals whose personal data has been withheld would not have had any
reasonable expectation that it would be disclosed in these circumstances.

In accordance with the Freedom of Information Act, if you are not
satisfied with the reply to your request you can ask for a review. A
request for a review must be submitted within 40 working days by emailing
