This request is being handled under the Freedom of Information Act 2000, received 14
July 2021. 
Your request states:
Please may I have the managerial organisational structure for your
council? Also a breakdown of the individual teams within the
council also including the names and contact details including
telephone numbers of all of the team members for each area.
The Council's response
We can confirm that Hackney Council holds the information you requested. However
we are withholding that information since we consider that the
following exemptions apply to it.
The information you requested is exempt under section 21 and Section 40 of the
Freedom of information Action 2000.
Hackney Council does not publish the names or contact details of staff below
Tier 3 in its organisational structure. This is because they are entitled to consider
themselves private individuals.
Section 21 of the Freedom of Information Act.  Section 21 (2a) states that information
which is reasonably accessible to the applicant is exempt.

Section 40 (2) of the Freedom of Information Act requires public authorities to
consider whether disclosing the information would contravene the GDPR data
protection principles.
The Council has to consider whether it would be ‘Fair and Lawful’ as per the 1st
Data Protection Principle to publish the names of staff who are not senior
managers.  The Council also has to consider what impact disclosure of direct
contact details, as well as names of staff who are not senior management, would
have on those members of staff.  As a Freedom of Information request is a
disclosure to the public at large, the Council is not satisfied that disclosure of
direct contact details or names of staff other than senior management would be
We therefore are applying S40(2)  in the processing of your request.
