request because you are interested in supplying information or
communication technology products or services to the Council.

 

I am writing to advise you that we publish our contracts and spending
information. The Contracts Register provides a list of all existing
Council contracts. The register is updated monthly and shows when
contracts will expire, and those which are likely to be advertised and
re-tendered in the next 18 months. In addition, we always advertise new

We recommend suppliers sign up to CompeteFor to avoid the need to check
for updates.

There is not a specific person responsible for reviewing and renewing
these contracts. Council standing orders and local government legislation
cover how procurement is carried out and in that context providing contact
details of individual employees is inappropriate.

In the event of system replacement a project team would be set up with the
technical and business lead roles being selected at the time. All relevant
details of our requirements would be provided in any tender documents that
would be in the public domain via our website.

Please note we have not dealt with your enquiry as a formal Freedom of
Information Act request at this stage, and we shall take no further action
on your request unless we hear further from you.

Thank you for your request for information dated 16 June 2020 in which you
asked for details:

 

A list of all IT, Change & Transformation, Operations and digital data and
technology project and programmes, underway or planned.

 

We have considered your request and our view is that the information you
requested would be information which is vexatious.

 

The courts have determined that a FOI request can be regarded as vexatious
if it is an inappropriate or improper use of the right to access
information created by the Freedom of Information Act. A right that was
created in order to enable scrutiny of public authorities in the public
interest. Public authorities are entitled to consider whether the request
has a value or serious purpose in terms of the objective public interest
in the information sought and to weigh that against the burden that would
be placed on the organisation by having to produce the information
requested.

 

In this case, there is no apparent objective public interest in the
information sought. The request seems focussed on furthering the
commercial interests of the organisation that you represent. Responding to
the request would place a burden on the Council in that staff members
would have to be diverted from the function that they are employed to
deliver to generate information that the Council has no business need to
create for its own purposes.

We are therefore refusing this request in reliance on Section 14 of the
Freedom of Information Act, vexatious request.
