I am writing to confirm that Norfolk County Council has now completed its
search for the information you requested in your correspondence received
on 12 July 2013.
In accordance with the provisions of the Freedom of Information Act 2000,
I have now processed your request.
You Asked:
Please supply me with a list of traffic or other orders relating to the
use of national cycle route 1 by bicycles between Lynn Road Gaywood and
Edward Benefer Way.
Our response:
As a detached cycleway there should not be any orders restricting
usage for cyclists. To obtain all legal orders relating to the cycle
route would involve manually searching through paper records as the
information that you have requested is not held electronically; doing this
would take over 18 hours. Therefore, this request for information is
refused.
This is because the cost of locating and retrieving the information
exceeds the "appropriate limit" of £450 (equivalent to 18 hours) as stated
in the Freedom of Information Regulations.
In accordance with the Freedom of Information Act 2000 this letter acts as
a Refusal Notice.

I am writing to request an internal review of Norfolk County Council's handling of my FOI request 'Orders relating to national cycle route 1 in King's Lynn'.
I am dissatisfied because I believe the council should have already extracted the requested information from paper records in order to cost the changes to orders required by the "Lynnsport New Access" Local Pinch Point Funding bid earlier this year which could change much of the section concerned into a public road.
Furthermore, rather than reply promptly, as required by the Freedom of Information Act section 10(1), the council waited until the last permitted moment to refuse the request, when it must have become aware earlier that the information was not held electronically.
