Please note that the Act applies to information held by public authorities
in recorded form. It does not require public authorities or their
employees to set out their views on any matter. This extends to potential
future plans in discussion but not yet set out in recorded form.

 

We have tried to deal with each of your queries in turn below:

 

1-2: Channel 4 is running Oracle, version 12.1.3 with the following
modules: GL, AR, AP, FA, CE, iEXP, AME, IEX, HR, Payroll.

 

3-5: In relation to questions 3-5, we can confirm that multiple options
for upgrading and migrating systems are currently under consideration; as
at the time your request was received, no final decisions have been made
as to the nature and timing of any upgrade. As this is the case, the
information you have requested is not currently held by Channel 4 in
recorded form.

 

6: Channel 4 is running Oracle Databases version 12c and 18c.

 

7: An upgrade is planned pending certification on version 19c, again, as
at the time your request was received, no final decisions have been made
as to exactly when this would occur. Accordingly, this information is not
held by Channel 4 in recorded form.

 

8: Channel 4 owns perpetual Oracle licenses, we pay both Oracle directly
and via a third party, Bytes Software Services.

 

9-10 We can confirm that Channel 4 does not use SAP systems, and
therefore, no information is held in relation to questions 9 and 10 of
your request. 

 

11: Channel 4’s Oracle support contract is due to be renewed in April
2022.

 

In regard to your request for details of the value of this support
contract, we are unable to provide you with information about the value of
our contracts with third party suppliers for specific services. This
information is commercially sensitive and therefore exempt pursuant to
section 43(2) of the Act (commercial interests).

 

In applying section 43(2), we are required to consider the public interest
test. Accordingly, we can confirm that it would not be in the public
interest to prejudice Channel 4’s commercial interests by disclosing the
amount spent on our contracts with third parties for specific services, as
this would indicate to suppliers the total funds available for specific
service agreements and could then be used by suppliers as a bargaining
tool when negotiating future rates. Accordingly, we are unable to provide
further information in this regard.

 

12: The IT Services Delivery Manager is responsible for overseeing the
Oracle contract.

 

In the event that your request was intended to apply to the personal names
of staff, we are unable to supply further details in this regard. This
information is exempt from disclosure pursuant to section 40(2) of the Act
(personal information).  As confirmed by the Information Commissioner's
guidance and decisions, individuals who do not have a significant
responsibility for the expenditure of public funds and/or the creation of
public policy have a reasonable expectation that their personal
information will not be made public. We can confirm that Channel 4 staff
are neither responsible for expenditure of public funds nor the creation
of public policy. As this is the case, Channel 4 do not routinely make
available the personal details of staff available. Accordingly, disclosure
of those details would be inconsistent with the fairness requirement of
the first principle of the Data Protection Act 2018 and, as noted above,
section 40(2) of the Act applies.

13: We can confirm that Channel 4’s third-party support provider is PwC.
