I am writing in response to your recent request for information that was
received on 14th April 2021 about Appraisal Report for Ave Road Estate.

Dear Mary Atkinson,

The Council has completed its search for the information you requested and
a copy of the information which can be disclosed is attached. The
information supplied has been provided by the department responsible for
the service delivery. Please note that some of the information requested
within the terms of your request is exempt from the right of access under
the Freedom of Information Act 2000. Section 43(2) of the Act provides
that:

(2) Information is exempt information if its disclosure under this Act
would, or would be likely to prejudice the commercial interests of any
person (including the public authority holding it).

Section 43 is a qualified exemption and is subject to the public interest
test. The information that is exempt from the request is as follows:

Within the Outline Business Case Document: Section 2 – The Economic Case
and Section 3 – The Financial Case are exempt. The appendices to the
report are listed below and it is noted where these are exempt:

o Appendix 1 – Carter Jonas Maintenance Reports (Exempt)
o Appendix 2 – HTA Report (Detail of the indicative HTA scheme)
o Appendix 3 – Carter Jonas Development Appraisal (Exempt)
o Appendix 4 – Financial Assumptions, Cashflows & Qualitative Scoring
(Exempt)
o Appendix 5 – Risk Register (Included in main Outline Business Case
document)

The information identified above is exempt because it contains sensitive
financial details that could compromise a live procurement exercise and
impact the Council’s ability to ensure best value. The Council will
release all of the information requested once the procurement exercise is
complete, which is likely to be by the end of 2021.
