Dear Oil and Gas Authority,

Can you please provide a copy of the Ineos operator comptency document and health and safety documentation submitted by Ineos including any emails between the authority and any Ineos group companies relating to their previous breaches of any health and safety legislation or any questions which were asked in relation to operator competency along with responses received. Please Include any reference to any documents in the applications which relate to previous notices of contravention served by the hse and the length of time remedial actions took to implement including when extensions of time for remediation of breaches were required due to inability to comply. Can you please also provide the criteria used to assess competency of operators who have applied for pedl licences. Can you also please provide details of any payments which were made by Ineos to the oils and gas authority either during their applications or before/after to the authority.

Dear OGA FOI requests,

Please note I wish a review of your response. I am asking for health and safety information which was submitted as part of the application from the operator competency documents not for the financial sections. Can you please provide this part of the application with the confidential information redacted I cannot see a reason that a health and safety document or answers to questions relating to health and safety can be classed as confidential. I would put forward there is great public interest in disclosing the information as INEOS' operations have the potential to have great effect on the general population who live in the licence areas. I reiterate that I have no interest the financial status, business forecasts or management structure of INEOS Upstream Ltd my request is limited to the health and safety information which has been provided.

I note the payments which were made to the authority in relation to applications for PEDL licences can you please clarify if these were the only payments which INEOS Upstream Ltd made to the Oil and Gas Authority or if other payments have been received whether these be donations or application fees.

Dear Ms Steele,
 
Thank you again for your email of 24 April 2017, requesting an internal
review of your FOI request.
 
Firstly I would like to apologise for the amount of time it has taken to
respond and also give you an update as we are still not in a position to
provide a final response.
 
In consideration of your request we have extracted certain annexes from
our master document, which contains the information you have requested and
are taking both an internal view on disclosure as well as consulting the
third parties concerned.
 
The information in question is very large in volume and this is
consequently a very large and labour intensive task.
 
Normally we aim to complete internal reviews within 20 working days,
similar to the initial request, although this is an internal target and
guidance from the ICO as opposed to a legal obligation.
 
We hope to be able to respond soon and are aiming to do so within 2 more
weeks.
 
If there are to be any further delays of any length, we will inform you
accordingly.
 
Please accept our apologies again for the length of time that it has
taken.
