Operation Sparkler/ Operation Nitrogen.
Dear Metropolitan Police Service (MPS),
I would like the final report of Operation Sparkler/ Operation Nitrogen.
In 2012 allegations were made that in 1987 Bob Lambert, then an undercover officer with the Metropolitan Police Special Branch's Special Demonstration Squad, planted an incendiary device in Debenham's in Harrow.
In April 2016, the Metropolitan Police initiated Operation Sparkler/ Operation Nitrogen to investigate, and appointed an officer in the Met’s Directorate of Professional Standards to lead the inquiry.
After learning that their supposed comrade was an undercover police officer, two people convicted of planting similar simultaneous devices, Geoff Sheppard and Andrew Clarke, launched appeals against their convictions. At a January 2017 hearing in this appeal, the Metropolitan Police told the court that Operation Sparkler/ Operation Nitrogen could be completed by July of that year. Over three years later, this appears still to be an ongoing investigation.
Has the investigation been completed? If so, I would like to see the fina pr interim report.
If no report, or interim report is available can you please furnish me with the reasons for the delay?

If the report has been concluded, in what sense is the 'inquiry' (by this I assume you mean investigation?) is still continuing?
