Thank you for your Freedom of Information request of 9 December 2015 to the Mayor's Office for Policing And Crime (MOPAC). I apologise for the delay in reply in to you.

I confirm that your request was handled under the Freedom of Information Act (FOIA) 2000 and that MOPAC does hold some information relating to your request.

You asked for:

(a) All agendas produced for or by the Lambeth Shield Programme
Board
(b) All minutes produced for or by the Lambeth Shield Programme
Board

Please find attached agendas and minutes for the Shield Programme Board meetings held on 17 April 2015, 29 May 2015, 15 July 2015, 14 September 2015 and 10 November 2015. Redactions have been applied to these documents since this information is exempt from disclosure under the FOIA 2000 under Section 40 (2) and (3) Personal Information.

Under Section 40(2) and (3) of the Act, Public Authorities are able to withhold information where its release would identify any living individual and breach the principles of the Data Protection Act 1998 (DPA).

I have applied this exemption in that the names and personal details of any living individuals identified in the reports constitute personal data which would, if released, be in breach of the rights provided by the DPA.

The eight principles of the DPA govern the way in which data controllers must manage personal data. Under principle one of the DPA, personal data must be processed fairly and lawfully. I consider that he release of this information would be unfair as the persons concerned would have no reasonable expectation that the Mayor’s Office for Policing And Crime (MOPAC) would make this information publicly available.

You also asked for:

(c) all correspondence between the MOPAC Shield Programme Board,
and the individual borough Programme Boards: (i) Lambeth; (ii)
Haringey; (iii) Westminster

I confirm that MOPAC does not hold any information relating to this part of your request.
