"Ms Burris also asked cabinet member for finance Coun Adam Stokes how much money was raised for charity by hunt collectors and asked if the event had cost SKDC.
Coun Stokes said the collection raised £177.63 for charity. There was no cost to the council and the hunt paid for a clean-up afterwards, he said.
But Ms Burris said Freedom of Information requests had shown SKDC paid for the clean-up, leading Coun Stokes to say he was told Belvoir Hunt paid.
She added: “I would like to see the receipts."

"Councillor Stokes stated that the return submitted by Belvoir Hunt stated that
£177.63 had been raised for the Mayor’s charities and that no costs were paid to
them. He added that the hunt paid for the barriers and a complete clean of the area
following the event, so there were no additional costs for the Council.
Ms. Burris referred to a number of Freedom of Information requests that had been
submitted that had indicated that SKDC had paid for cleaning-up after the hunt.
Councillor Stokes responded that the information that he had been given stated that
the Belvoir Hunt had paid for the clean-up of the area and stated that he would
provide Ms. Burris with the evidence of this."

Please provide evidence in the form of receipts that Belvoir hunt either paid any costs direct to the cleaning company(ies) or that SKDC were reimbursed in full for any outlay attendant on the meet as Cllr. Ian Stokes stated.

The itemised costs are: 2 x hours operative time at £12.33 an hour (includes on-costs) at double time = £49.32 plus £25 fuel cost = £74.32 so we charged at £75.

I am writing to request an internal review of South Kesteven District Council's handling of my FOI request 'Openness and Transparency re disbursement of council funds'.

It creates an atmosphere of dubiety when a local authority deliberately ignores a request for verification.

Dear S Rhosier,

 

Firstly I would like to send our apologies that your FOI was not responded
to within the 20 working days. I have looking into this and found that the
email requesting detail on the invoice date was not attached to your
record and was therefore not flagged as a response being required. I can
confirm that the invoice was issued 25^th September 2019 for the road
sweeper. Belvoir Hunt contacted SKDC when it came to light that a road
sweeper was deployed on boxing day, they requested to be invoiced so they
could make payment, an SKDC officer then raised the invoice and sent to
Belvoir Hunt on the 25^th September and payment has been received.

 

In respect of an internal review, prior to your email we have recently
reviewed the current FOI process and have made some internal changes which
will improve our processes to ensure that FOIs are responded to accurately
and within a timely manner in accordance with legislation. This improved
process will be implemented at the end of January 2020.
