Dear Post Office Limited,
We would like to know:

1. How many branches are currently open for
a. 20 hours or more,
b. 30 hours or more,
c. 40 hours or more.

2. Of the branches open for 40 hours or more, in the last 12 months how many receive an annual income, where possible branches please indicate how many of these include payment for outreaches and other such payment that does not affect all branches.
a. Of below £15,000
b. Between £15,000 and 19,999
c. Between £20,000 and 24,999
d. Between £25,000 and £29,999
e. Between £30,000 and £34,999
f. Over £35,000

3. In the last 12 months, of the branches that were open for 40 hours or more
a. What was the highest income received, with the type of branch model it was (ie mains, local etc) and
b. What was the lowest income received, with the type of branch model it was (ie mains, local etc)

4. Please list by year how many sub postmasters has asked for a ‘leavers pack’ for the last 5 years per year?

5. How does the post office define ‘unprofitable’ or branches that are not economically viable?

6. How many branches are identified as ‘unprofitable’ in the situation from question 5 above?

7. What amount of Post Office limited income is used to maintain the horizon system over the last 5 years per year?

8. On Average how much does it cost Post Office limited per year to operate each branch for each of the last 5 years?

9. Is there a cost difference to Post Office limited for operating a small single counter compared with larger branches with multiple branches counters, please show how the costs compare

10. Please show mail volume for the last 5 years per month that is
a. Processed in branch
b. Accepted over the counted already paid (ie franked, prepaid, PPI etc)

Dear Matthew

I am writing in respect of your information request, FOI2022/00821. At
present our view is that your request falls within the scope of the
qualified exemption at section 43 of the FOIA, relating to commercial
interests.

As permitted by section 10 of the FOIA, Post Office requires further time
to consider the public interest test in relation to this exemption. An
extension is permitted until such time as is reasonable in the
circumstances. Having considered the FOIA Code of Practice, Post Office
considers that an extension of 20 working days is appropriate in this
instance and will therefore aim to respond to you by 16th February.

We have some concerns with the answers giving with this reply. Answers given are not consistent with other FIO requests we have seen.
Question 4 regarding leaver’s packs. The answers differ greatly to the FOI2022/00681dated 12th October 2022. Which information is correct and can this be explained?
Question 10. We would accept a year on year percentage figure of mail processed in branch (not paid for in advance) with the overall mail volume.
Question 2 & 3. FOI2022/00477 dated 22 August 2022 give similar information, why has this information been allowed in the past but not now?
