we are able to advise as follows:
1] The current status of the procurement is that a contract award has been
made as per the attached notification placed on the OJEU website. Also
attached for reference are the emails issued to you at PQQ.
2] The regulations around the procurement process would cover the issue of
documentation to all potential bidders at each stage of the process.
There is, therefore, no system to “subscribe” anyone in the manner you
have requested.

Freedom of Information internal review: 4338R
I am writing to let you know the outcome of the internal review that you
requested on 27 January 2012.
You had asked for a review on the basis of NHS Redbridge’s failure to
provide a response to your request under the Freedom of Information Act
within the statutory timescale. In conducting the review I have
considered the handling and outcome of your request.
Your original request was made to NHS Redbridge on 22 December 2011 and
was acknowledged on 29 December. I have identified that due to the
Christmas period and staff leave there was a delay in our internal
processes to deal with your request, for which I apologise.
When your request was considered in late December 2011 it was identified
that whilst the tender had closed the contract had not yet been awarded
and as such there was some uncertainty about what information could be
released.
Clarifying this matter took some time and it was not until 01 February
2012 that you received a response to your request, some nine days outside
the statutory timescale. My investigation has identified that the delay
was as a result of the need to clarify the information to be released,
together with the impact of the Christmas and New Year period.
I must apologise that on this occasion NHS Redbridge did not respond
within the required timescale.
