Open address register funding

Dear Her Majesty's Treasury,

In the spring budget of 2016, it was announced that up to £5 million would be made available by the government for the purpose of investigating an Open Address Register.

Please will you, in line with FOI legislation, provide details of any funds transferred from the treasury or other government departments in order to fulfil this commitment. Please provide details of how much funding was transferred from who to whom in the first instance (Please provide date, names of departments, quantity of funding and intended purpose of funds) and whether or not any funding was subsequently returned (again, please provide details of the department's involved, quantity of funding being transferred and date)
