Online payment systems
Dear Croydon Borough Council,
I am conducting research on the technology used by councils to take payments from users of their online services.
Please could you advice me of:
1. What system do you use to take online payments from service users, and who supplies it?
2. When did you start using this system?
3. When does the contract end for this system?
4. What is the annual cost of the system?
5. Where is the system hosted? Please specify if it is hosted by the council in its own data centre, hosted by the council in its own cloud environment (such as AWS or Azure), hosted by the supplier as a discrete instance, or hosted by the supplier as a true software as a service
6. How does the system integrate with the other elements of your online service delivery platform?
If you use more than one solution for online payments, please could you answer the above questions for each of them.

Subject: Online payment systems
Your request is being considered and you will receive a response within
the statutory timescale of 20 working days, subject to the application of

Further to your request received on 23/06/2023, I confirm that the Council
has now considered your request under the Freedom of Information Act
2000. For ease of reference, I will now address each of your questions in
turn.
I am conducting research on the technology used by councils to take
payments from users of their online services.
Please could you advice me of:
1. What system do you use to take online payments from service users, and
who supplies it?
AIM – axis income management system/pay.net – supplied by pay 360 Ltd.
2. When did you start using this system?
2006/07
3. When does the contract end for this system?
2029
4. What is the annual cost of the system?
£55074
5. Where is the system hosted? Please specify if it is hosted by the
council in its own data centre, hosted by the council in its own cloud
environment (such as AWS or Azure), hosted by the supplier as a discrete
instance, or hosted by the supplier as a true software as a service.
Dedicated instance hosted by the supplier – the dedicated instance is a
SaaS offering which we subscribe to.
6. How does the system integrate with the other elements of your online
service delivery platform?
The supplier has a specification which is used by internal and third-party
applications as the basis for the integration. This API is two-way.
Details of the transaction are passed securely from the source system to
Pay360. Success or Failure handshaking is returned from Pay360 to be
handled appropriately in the source system.
The Council publishes Access to Information requests and responses on its
online Disclosure Log. (Any request included within this log will be
anonymised appropriately)
