Online payment systems
Dear Vale of White Horse District Council,
I am conducting research on the technology used by councils to take payments from users of their online services.
Please could you advice me of:
1. What system do you use to take online payments from service users, and who supplies it?
2. When did you start using this system?
3. When does the contract end for this system?
4. What is the annual cost of the system?
5. Where is the system hosted? Please specify if it is hosted by the council in its own data centre, hosted by the council in its own cloud environment (such as AWS or Azure), hosted by the supplier as a discrete instance, or hosted by the supplier as a true software as a service
6. How does the system integrate with the other elements of your online service delivery platform?
If you use more than one solution for online payments, please could you answer the above questions for each of them.

Thank you for your Freedom of Information requests, which were received by
both South Oxfordshire District Council and Vale of White Horse District
Council, logged under FOI 23-321 South and 23-270 Vale. Please note that
the two councils operate as a shared service hence this joint response.
Under Section 1 of the Freedom of Information Act 2000 (the 2000 Act) you
are entitled to be informed in writing whether the council holds the
information specified in your request and, if that is the case, to have
that information communicated to you unless any of the statutory
exemptions apply. Please find below the information you requested (where
available):
Please could you advice me of:
1. What system do you use to take online payments from service users, and
who supplies it? Pay360, The Access Group (formerly was a Capita software
product)
2. When did you start using this system? The current contract was
commenced in April 2021
3. When does the contract end for this system? 31/03/2026
4. What is the annual cost of the system? Approximately £19,120
5. Where is the system hosted? Please specify if it is hosted by the
council in its own data centre, hosted by the council in its own cloud
environment (such as AWS or Azure), hosted by the supplier as a discrete
instance, or hosted by the supplier as a true software as a service. The
system is hosted by the supplier in their own cloud service and is
delivered to the councils as a Software-as-a-Service solution.
6. How does the system integrate with the other elements of your online
service delivery platform? The solution sits alongside our customer facing
websites and we publish the payment forms directly to customers for them
to complete any payments. The payment data is collected daily and
processed via the banks. The bank data is collected daily and used to
update the councils general ledger and other account systems to credit
payments.
Please treat this as the councils’ formal response under the 2000 Act. If
you are not satisfied with the decision I have made in response to your
request, you can make a request for an internal review by emailing

days from the date we issued our response.
If you remain dissatisfied after following that procedure, you have the
right under Section 50 of the 2000 Act to complain to the Information
Commissioner if you feel the council has not dealt with your request
