Dear National Lottery Commission,

Please could you give me the breakdown of specifically online National Lottery Lotto winners, winning more than £10 in the last two years.

Please can I also ask if it is in any way possible for online accounts to be entered by National Lottery employees, and for Lotto ticket numbers to be changed after a draw has taken place. I am not suggesting that this is happening, I am just asking if it is physically possible.

Dear Mr Gibbs

 

I write further to your request for information dated 19 October and
subsequent clarification on 21 October 2012. 

 

Online prize winners

 

In relation to online winners, you have requested the following
information:

 

“a breakdown of the amounts won by on-line Lotto winners winning more than
£10 in 2011 and to date in 2012. And if possible a separate breakdown for
on-line Lucky Dip Lotto winners winning more than £10 in 2011 and to date
in 2012.”

 

The Commission does not hold this information.  It may be possible for the
Commission to calculate this from data that is held.  However, having
considered the ICO guidance (“Do I have to create information to answer a
request?” – Feb 2009) the complexity of this would amount to the creation
of new information that is not already held and will therefore not be
provided. 

 

Online accounts

 

You have also asked the following:

 

“if it is in any way possible for online accounts to be entered by
National Lottery employees, and for Lotto ticket numbers to be changed
after a draw has taken place.”

 

Certain Camelot employees will be able to access online accounts for the
purpose of reviewing activity and amending details such as direct debit
details where the account holder is unable to do so themselves.  Camelot
have organisational controls in relation to these processes.

 

It is not possible for Lotto ticket numbers to be changed following a
draw. The Commission receives details of all numbers entered into specific
draws at draw close time.  If any changes did happen, eg, a ticket was
amended to show the winning numbers, the result would not reconcile to the
draw data the and therefore the adjudicator would not be able to validate
the winning results.

 

Condition 7.33 of Camelot’s licence requires them to display a record of
transaction history at any given time so there is a clear audit trail of
events.

 

If you are unhappy with the service you have received in relation to your
request and wish to make a complaint or request a review of our decision,

If you are not content with the outcome of your complaint, you may apply
directly to the Information Commissioner (ICO) for a decision. Generally,
the ICO cannot make a decision unless you have exhausted the complaints
procedure provided by the National Lottery Commission.  The ICO can be
