Online Courses and their Providers
Dear University of Glasgow,
I would like to request the following information about your institution under the Freedom of Information Act 2000.
I apologise in advance for the length of the request. However, I wish to understand how different Universities have evolved in utilising online course providers. This is because I have noticed that more and more Universities are offering online courses through different online course providers, with some of the Universities competing on the same platform. Therefore, I wish to understand this more.
Student Data:
1) For the last 3 academic years and the current academic year, please provide, preferably in a table format, the following:
a) The total number of students at the University;
b) The total number of students at the University that are taking a campus/on-site course;
c) The total number of students at the University that is taking a course which is purely online;
i) Please provide a list of all courses that are online only.
d) The total number of students at the University that are taking a hybrid course ( on campus/online) (if applicable);
i) If possible, please break down the percentage of the course taken on campus/online, for example X amount of students on 50/50% hybrid course. Y amount of students on 30/70% hybrid course.
e) The geographical locations of the students who are taking a course which is purely online ( if available);
f) The nationality of students who are taking a course which is purely online.
With respect to your online course providers, could you please provide the following information:

a) The number of students at the University for the last 3 years and current year that have taken a course which is taken/delivered purely online through Coursera Inc.
b) The geographical locations of the students who are taking a course which is purely online through Coursera Inc.
3) Do you use any other online course providers? If yes, please provide the list of all providers and please provide the following broken down by the online course provider:
a) The number of students at the University for the last 3 years and current year that have taken a course which is taken/delivered purely online.
b) The geographical locations of the students who are taking a course which is purely online.
4) What income the University has received from any online courses in the past 3 years ( including estimated income for current year) broken down by year?
5) What income has the University received from any online courses in the past 3 years( including estimated income for current year) which were through Coursera Inc?
6) What income the University has received from any online courses in the past 3 years ( including estimated income for the current year), which was through other online course providers broken down by provider? ( if applicable)?
7) The number of degree, certificate or free programmes offered by the University through Coursera
8) The number of degree, certificate or free programmes offered by the University through other course providers ( if applicable)?
9) What are the specific University courses available on Coursera as of the date of request?
10) What are the specific University courses available on other online course providers as of date of request?
11) Has the University discontinued providing any courses with/to Coursera, if yes, why and which ones.
Procurement-specific questions:
12) Does your University have a Procurement Policy and Process, if yes, could you please direct me to where it is published or provide a copy as an attachment?
13) With respect to your online courses, please confirm if all your online course providers went through the Procurement process.
14) Please confirm when was the most recent invitation to tender relating to the most recent procurement of a supplier platform for the University’s online courses.
15) If possible, could you please provide us with the most recent ITT documentation for the online course providers (excluding any third-party data).
16) With respect to Coursera, could you please confirm if it has been retendered recently and/or when the last date the contract was renewed was?
17) Could you please confirm if the contract with Coursera is on:
a) Coursera T&C and agreement or;
b) The University T&C and agreement.
18) If possible, could you please provide a copy of the contract, where necessary, please apply s43(2) and S40 exemptions.
19) Could you please provide any VEAT Notices relating to the most recent procurement of a supplier platform for the University’s online courses
Compliance-based questions:
I have noticed several Universities that are using Online Course Providers use the same/similar providers. Specifically, several of the providers are US-based companies therefore, I would like to understand the compliance exercise undertaken by the University to determine the privacy risks.

21) Do you undertake a Data Protection Impact Assessment for all new systems implemented? Yes/No
22) Have you undertaken a compliance analysis on legacy systems? Yes/No
23) With respect to Coursera, have you undertaken a Data Protection Impact Assessment and/or compliance analysis? Yes/No
24) With respect to Coursera, could you please provide a summary of the DPIA?
25) Which provisions do you rely on when transferring data outside UK?
If any of the questions are unclear or you consider some parts of the request may take longer to compile, please inform me in advance and assist me in clarifying or narrowing down the request.
