One North East's Subsidiary companies and interests
Dear One North East,
Please could i request under the Freedom of information act the following:
1) A list of all sub companies or 'special purpose vehicles' which ONE has financial interests in, (for example Enterprise Development North East Ltd and The Centre of Excellence in Digital Technology and Media Ltd trading as Codeworks)
2) An exact description of the financial interests in the list of companies in question 1)
3)Who are the Ombudsman that ONE are accountable to and what are their contact details (address, telephone number)
4)A list of all ONE projects(including business
case title, PMS project/reference number, amount of Single
Programme funding, amount(s) of other funding) that have been awarded to companies who have financial ties with ONE without going through tendering process.

Thank you for your email. To assist with our enquiries I would
appreciate if you could clarify what you mean by "financial interest"
and "financial ties" referred to in questions 2 and 3.
Do you intend that these phrases mean the same thing?
Do you mean a company that the Agency has an ownership interest in or a
company which the Agency has provided funding to?
You have named in your request certain companies - are these companies
that you particularly want information about as detailed in you request?
Are there any other companies which you can name that you wish to have
information about?

Thank you for your reply.
I can clarify the issues you have questioned.
"Financial ties" and "financial interests" are intended to have mean the same, which is any company/sub company who is wholly owned by One North East or Companies/sub companies who have financial ties with ONE North East such as a "right of lien over all capital assets"
The companies i have mentioned are just examples, therefore if you could kindly list all the companies/sub companies that have financial ties, as explained above, i would greatly appreciate it.

Thank you for your email.
The wording you use about the Agency holding a lien over capital assets is
an extract from the Agency's standard granting funding conditions,
contained in the Agency's funding allocation letters. This standard clause
provides the Agency with a right of lien over the capital assets we have
paid for.
As this clause is a standard clause in all Agency funding allocation
letters please can you confirm if you require response to all of your
questions for all of the Agency's projects which we would have to review.
Potentially this would be a lot of work and may give raise to cost
implications in line with the ICOs Guidance.
We wish to work with you to clarify your request. The Agency has a large
extended enterprise made up of subsidiary organisation in which it has an
ownership interest (wholly owned, joint ventures, partnerships and step in
rights). The 'extended enterprise' includes such organisations as:
1. the Centres of Excellence and Finance for Business North
East(formerly JEREMIE companies) in which we have "step in rights"
2. Hadrian's Wall Heritage Limited
3. North East Property Partnership which trades as Building for
Business, a partnership with UK Land
4. ON Site North East a property partnership with Langtree
5. Science City
6. 1NG
7. wholly owned subsidiaries such as Enterprise Development North
East Ltd and NERIF companies
Do you want details of the funding awarded to all of the extended
enterprise organisations via the Agency's business process? Or do you want
details for only certain organisations and if so please can you name them.
For the purpose of the statutory 20 working day time scale imposed by the
Act, please be advised that the clock stopped on the 18^th November whilst
we clarify your requests with you.
