Your request for information has been considered under the Environmental
Information Regulations 2004. I can confirm that Hertfordshire County
Council does hold the information you have requested and can respond as
follows:

Between April 2017 to date:

how many dropped kerbs applications were refused.

The number of refused applications, 1^st April 2017 to 15^th March 2018 =
240

( refusals can be due to incorrect applications, applications not meeting
the criteria required, too little/wrong information, site is on a
junction, or would be accessed via a parking bay,  already have a garage
served by a dropped kerb, already has the maximum width allowed, would
require a healthy tree to be removed, would be within the root protection
area of a tree, insufficient width or length for a dropped kerb)

How many appeals against a dropped kerb refusals were made

17

and on what  grounds were appeals successful following a rejection of a
dropped kerb application.

Varies from moving a dropped kerb away from a junction, new information
provided, site visit, volume of traffic assessment, verges hardened to
support parking which does not impede pathways.
