I am writing to request an internal review of Staffordshire Fire and Rescue Service's handling of my FOI request 'On what date did the previous CFO leave employment?'.

I would like a direct answer to my question as the information you have directed me to does not answer my specific question, which was about the CFO leaving employment and not related to your article on 'retirement'. The information contained upon your website refers to retirement but I find this unsatisfactory as other responses you have given me in regard to the CFO not benefitting from the FBU negotiated MOU (memorandum of understanding) are inconsistent due to anyone of a similar age retiring but not under the terms of the MOU would be short of pension benefits to the tune of 6-7 years worth of benefits, this would be a detriment to someone on a salary of almost £150K of approximately £23,000+/annum.

There are also issues around restricted lump sums for anyone who takes a pension with less than 30 years service and who is under the age of 55. I have posed several questions around Rule B7(5A), which allow the authority to increase lump sums due, as long as it comes directly from the authoritys coffers. Answers to this question reveal only one person was paid out under this rule, and due to information contained within the relevant financial statements, I have concluded that this was the DCFO who retired in January 2014.

I am left to wonder if the last CFO did leave employment on the date you reported that she had retired so I am left with only one option and that is to ask, again, the very specific question below.

On what date did the last Chief Fire Officer leave employment?

For the avoidance of doubt this question is designed to establish whether this person continued in employment whilst on gardening leave, either paid or unpaid or indeed if some form of leave of absence was arranged to protect pension commutation rights. Any of these arrangements would have seen the actual leaving date differing from any publicly reported dates and I am asking for this review and a specific answer to my specific question in the public interest.
