Please provide the responses from the emergency services (including MPS, LAS and LFB) as part of the consultation process on the Olive Road LTN Scheme, both prior and ongoing consultation with applicable dates.

Please provide the make, model and weight of the bollard

How were keys, to unlock the bollards, provided to all the emergency services? Please provide dates when all ambulances and police vehicles received keys.

Have emergency service workers received training on the correct lifting technique with regards to lifting the bollard? Please provide dates when this was completed.

Please provide the dates/time period when vehicle numbers and emissions were collected as baseline measurements.

Please provide the dates/time period for the 2month/4month/6month vehicle count and emission measurements

Please provide the exact locations for the baseline measurements.

Will the 2month/4month/6month measurements be taken from the same locations? If not, where exactly will these locations be?

Please provide the name of the independent body overseeing the Olive Road LTN trial.

Please provide the total cost of the Olive Road Scheme and how much of that was paid by the Government and how much Brent Council have had to pay, including the costs of moving the Mora Road measures.

Please provide the number of parking spaces that have been removed due to installing the Olive Road LTN.

Thank you for your information request received on 13^th January 2021.
This request is being handled under the Freedom of Information Act 2000.

You requested the following information:

 

1.     Please provide the responses from the emergency services (including
MPS, LAS and LFB) as part of the consultation process on the Olive Road
LTN Scheme, both prior and ongoing consultation with applicable dates. The
responses received to the statutory consultation are attached.

 

2.     Please provide the make, model and weight of the bollard. The model
of bollard used for the Olive Road Healthy Neighbourhood is the Camden
Ferrocast bollard (removable) and weighs approximately 44kg.

 

3.     How were keys, to unlock the bollards, provided to all the
emergency services? Please provide dates when all ambulances and police
vehicles received keys. All Brent Healthy Neighbourhood Schemes have been
introduced in consultation with the emergency service and keys to the
padlocks were offered before the bollards were installed. Keys were
delivered to Metropolitan Police Service on Thursday 3^rd December 2020
and offer was not taken up by the London Ambulance Service or London Fire
Brigade. 

 

4.     Have emergency service workers received training on the correct
lifting technique with regards to lifting the bollard? Please provide
dates when this was completed. The Council do not hold this information.
Please contact the emergency services directly.

 

5.     Please provide the dates/time period when vehicle numbers and
emissions were collected as baseline measurements. The emissions
monitoring is ongoing throughout the trial period and the dates and times
of the baseline traffic counts are shown below:

 

             

 

6.     Please provide the dates/time period for the 2month/4month/6month
vehicle count and emission measurements. These surveys are currently being
commissioned and will be undertaken for the same time periods as the
baseline measurements.

 

7.     Please provide the exact locations for the baseline measurements.
Please see attached ‘PM25 Traffic Survey Locations’ map.

 

8.     Will the 2month/4month/6month measurements be taken from the same
locations? If not, where exactly will these locations be? The locations
for the 2month/4month/6month vehicle counts and emission measurements will
be the same as the baseline measurements.

 

9.     Please provide the name of the independent body overseeing the
Olive Road LTN trial. The Council are currently in the process of
appointing a consultant and this information will be published in due
course.

 

10.  Please provide the total cost of the Olive Road Scheme and how much
of that was paid by the Government and how much Brent Council have had to
pay, including the costs of moving the Mora Road measures. The cost to
implement the Olive Road Healthy Neighbourhood scheme (including changes
to Mora Road) was £16,294.94. The scheme was funded through the Transport
for London Streetspace Plan.

 

11.  Please provide the number of parking spaces that have been removed
due to installing the Olive Road LTN. Approximately two car parking spaces
have been removed to install the Olive Road Healthy Neighbourhood scheme.
