We're waiting for Heath to read recent responses and update the status.

Dear Camden Borough Council,

According to current council policy or procedure, if someone has a Camden housing application and a application number and is then accepted by Camden council to have a homeless duty for that person, what happens to their previous housing application and any bidding points accrued with that application.
Please could you provide related policy or procedure documentation regarding this.

You requested information on:

Thank you for your enquiry.
Sometimes a person who has an existing application for social housing
becomes homeless or threatened with homelessness. We advise our customers
of their options in these circumstances. When a customer opts to make a
formal application under part 7 of the Housing Act, our procedure is:
(a) to suspend the social housing application, pending our enquiries;
(b) in the event that we accept the “main housing duty” under section 193
of the Act, to close the existing social housing application, and to open
a fresh application based on the duties deriving from part 7 of the Act;
(c) in the event that our part 7 duties extend only to advice and
assistance, to invite the applicant to contact us to update their
suspended application with their new housing circumstances within four
weeks; failure to do so will lead to closure of the original application,
although the applicant can then make a fresh social housing application.
 
This has been our consistent procedure for many years. Although the
procedure is not referred to in our current manuals, it is naturally
reflected in operational documents for officers.
When Camden housing needs group adopted its current IT system, this was
one of the first rules set out in IT guidelines for officers (see the
“homeless applicants with existing waiting list applications” guideline in
Info bulletin 1, attached).
We advise applicants of this procedure when taking a homeless application
(assessment officers will either take applicants through section E of the
housing information form, attached, or discuss the issue with the
applicant, and explain the process).
Our policies and procedures have to adapt to changing circumstances and
this procedure is one which is under review as part of our review of our
allocations scheme.
