Officers Lobbying DCMS for immunity from listing for Robin Hood Gardens

Muhammed Iqbal made this Freedom of Information request to Tower Hamlets Borough Council

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was successful.

Dear Tower Hamlets Borough Council,

As referenced here;

http://moderngov.towerhamlets.gov.uk/Pub...

in response to two letters from the "Department of Culture Media & Sport" shows that both Council Officers Aman Dalvi (Tower Hamlets Development & Renewal. Corporate Director) & Robin Sager (Tower Hamlets Housing Regeneration Projects Officer) both lobbied DCMS to secure an immunity from listing for Robin Hood Gardens.

Firstly I'm absolutely at a loss as to the explain what right these officers had in lobbying the DCMS in this way, and on whose authority were they doing so. Surely this is outside the remit of normal proceedure. As Cllr Mark Francis pointed out in 2008;

"A sense that the architectural merits and significance of Robin Hood Gardens were a matter for experts to determine and disappointment that Officers of the Authority recommended the lobbying of English Heritage for a Certificate of Immunity to prevent listing...." - http://moderngov.towerhamlets.gov.uk/mgA...

it seems he actually felt the same way. That these officers were acting outside of the confines and boundaries of their allocated job titles. This makes me wonder under whos authority these lobbied requests were made.

After all of that explaining heres my request.

1. All correspondence (letters, email, telephone transcripts) to and from these officers (Aman Dalvi & Robin Sager) to the DCMS with regards to the immunity from listing of Robin Hood Gardens.

2. All correspondence (letters, email, telephone transcripts) to and from these officers (Aman Dalvi & Robin Sager) to any other department of government or otherwise (Central Government, Local or private institutions) with regards to the immunity from listing to Robin Hood Gardens.

3. If any other letters, emails or telephone transcripts exist from other officers regarding the immunity from listing of Robin Hood please provide these also.

4. Any complaints (letters, emails, telephone, internal correspondence) raised from other officers or councillors with regards to these officers lobbying the DCMS in this regard

Yours faithfully,

Muhammed Iqbal
