I am writing to request an internal review of Liverpool City Council's handling of my FOI request 'Offering vulnerable people needing residential care for tender.'.

My initial FOI request to Liverpool City Council on 1st December was not queried until 21st December when I was asked by Liverpool City Council to clarify what I meant by tendering. I responded the same day explaining that I meant uploading details of adults with a learning disability in need of residential care onto a care portal accessible to care providers to bid for their care package.
The response I eventually received on January 23rd particularly to question 1 is a far cry from what I actually experienced when I applied to Liverpool City Council for residential care for my daughter.

1. You state 'We have a number of approved providers of care that are given the opportunity to offer a support package to meet the required outcomes.'
Wouldn't it have been more accurate to state that you have a number of approved providers of care that are given the opportunity to bid for the client's care package on a portal?

2. Further down you also state 'At this stage the service user and family are central to any decision made around the selection of care provider. This is done securely and the protection of individuals personal information is of upmost importance to Liverpool City Council.'
That is untrue. My daughter is non verbal and lacks capacity and was initially denied the home of our choice (that she was familiar with) because social worker said if they did that for my daughter they would have to do it for everybody or they would be accused of favouritism. I was devastated to learn 2 days after the fact that my daughter's details had been uploaded onto a care portal for 7 days, without our consent, and after I strongly opposed that way forward. She was removed from portal when she had 'no bids.'

3. Finally you state 'It may be more productive to address these issues in a meeting. We are happy to discuss further.'
I think that's too little too late as after a 6 month battle my daughter has recently moved into the residential home of our choice.

On 2nd February I again asked Liverpool City Council to respond to my specific questions originally submitted on 1st December 2016. I have had no response. Under FOI Act ignoring my request is unlawful and I would therefore appreciate this matter being dealt with without further delay.
