Please could you supply, for each bus/coach operator in the North Eastern Traffic Area, details of their current OCRS score. For current, please supply data correct to the most recent date that VOSA has the information for.

If VOSA considers that this FOI request is too wide, please limit the scope of this request to operators with an operating centre within the York 'YO' postcode area.

Dear Vehicle and Operator Services Agency,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Vehicle and Operator Services Agency's handling of my FOI request 'OCRS'.

You assert three reasons why the information ought not to be provided:

-s31 (law enforcement)
-s40 (data protection)
-s43 (prejudice the commercial interests)

Under the data protection point, VOSA's holding and releasing information that pertains directly to a person would appear to be covered by the exemptions in the Data Protection Act 1998. In the alternative, VOSA could supply information that pertains to limited companies or LLPs and not supply information that relates to sole traders.

As the information is not wholly held for the purposes of Law Enforcement, I do not see that this is a legitimate reason to refuse to supply the information.

Finally, I believe the public interest test is substantially stronger than any commercial interests that either VOSA or the operators themselves might have.
