Obtaining a transcription of Judges guidance to jury in Criminal Court Case

Dear Ministry of Justice,
Ministry of Justice
I recently applied for the transcriotion of the Judges direction of No Case to Answer in a Criminal Trial at the Inner London Crown Court. The trial was held in open court. The subject matter is of public interest, centring on expensive systems purchased by public money in the NHS. My request was refused by a Judge without giving reason.
I have tried, unsuccessfully, to find any other source of the information I request here.

Does the Ministry of Justice have guidelines for
1. The grounds on which a Judge may refuse a transcript of parts of a trial held in open court.
2. The process by which an applicant can appeal such a refusal.

I make this request on the basis that there must be published rules/guidance on this subject and I have exhausted all other attempts to find such information.
