Thank you for your email, it was received by Network Rail on the 16^th
July 2016. I can confirm your request for recorded information is being
processed under the terms of the Environmental Information Regulations
(EIR) and I will endeavour to respond to you as soon as possible and in
any event by 15^th August 2016.

Dear Mr Lewis,
I am writing to provide you with an update on your request FOI2016/00793.
The request was as follows:
“Please provide a copy of the environmental appraisal report or
environmental impact assessment for phase 1 and 2 of the north west
electrification programme.”
I am dealing with your request under the Environmental Information
Regulations 2004 (EIR) (this is because the information requested is
environmental according to the definition in regulation 2 of the EIR)).
Section 39 of the Freedom of Information Act exempts requests for
environmental information from the Act, but we are then required to
consider the requests in line with our obligations under the EIR.
Regulation 7(1) of the EIR allows us to extend the time for compliance
from the normal twenty working days up to a maximum of forty working days
if the complexity and volume of the request means that it is impracticable
to comply within the shorter period.
In this instance, we consider this request is suitably complex and
requires full consideration of the circumstances and wider implications. I
do apologise for any inconvenience this may cause.
I am, therefore, of the view that it is necessary to extend the time in
line with the provisions of regulation 7(1). However I aim to be able to
respond to you at the earliest opportunity but at the latest by 13^th
September 2016.
