Dear Bolton Teaching Primary Care Trust (PCT),

I am gathering employment and local demographic data in relation to the local health & social care market place. It is with this mind that I hope you can supply the required information for the following job Category:
Nurses
– Please break this down into the following catergories:

RNLD - Registered Learning Disability Nurse
CPN - Community psychiatric nurse
RMN - Registered Mental Nurse
RGN - Registered General Nurse
RSCN- Registered Sick Children's Nurse

If possible could this information please be presented for the year Jan 2010 - Dec 2010, showing both the annual total and monthly breakdown.

1.Total Number of staff Directly employed across the Trust per job type, by department
2.Number of temporary agency staff on placement within the Trust per job type, by department and by supplier
3.Total Number of permanent jobs filled/resourced through recruitment agencies
4.Total Spend on direct employment across the Trust per job type, by department
5.Total Spend on Temporary agency labour across the Trust, per job type, per department and by supplier
6.Total spend on Permanent fees paid to Agencies
7.Average Salary for each job role above based on results from 2010 for direct staff and agency staff

Notes:
1.I would like the information in electronic format (and if possible, in Excel to assist with calculations). This should avoid any printing cost issues.
2.Could you please indicate which directorate as well as department.

I made an initial request on June 9 2011 for some information regarding nursing costs.

I am still awaiting a response to this request even though by law i should have had a response by now.

Please could you provide an answer to my request as a matter of urgency (due to the length of time this request has been left unanswered).

Thank you for your email below.

I have checked our records and you made a series of requests for similar information on the 9th June 2011. We had email correspondence and you amended your request to reduce the amount of information requested. I provided you with a response on the 5th July 2011, which I have copied in below. In that I stated that we intended to combine the requests and treat them as one.

I do appreciate that upon reflection, I do not specify which requests I am referring to and therefore could cause confusion.

I will speak to our HR and finance team to check if be accepting this request on its own, we hold the information and can provide it without exceeding the appropriate limit.

Thank you for your recent requests for information (below), made under the Freedom of Information Act 2000.

Bolton PCT confirms it holds information falling within the description specified in your request. However, as the information requested is similar we intend to combine them and treat them as one single request.

Following a discussion with colleagues, in order to answer Q1 only, we estimate the time taken to complete this work would be in excess of 36 hours and therefore It is estimated that the cost of complying with your request would exceed the appropriate limit.

The 'appropriate limit' exemption is set out under section 12 of the Freedom of Information Act. The costs of complying with the request is set out in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004. This has been set at £450 for NHS Organisations - any costs incurred by staff locating, retrieving and extracting the information must be calculated at the rate of £25 per person per hour, regardless of the actual costs involved.

Under section 12 of the Freedom of Information Act the PCT is not obliged to comply with the request. If you wish to redefine your request and narrow the category of information, we may be able to comply with your request although I cannot guarantee that this will be the case.

Dear Carl

I have had final clarification regarding your FOI request, sorry it has taken so long to come back to you.

NHS Bolton can provide you information for Q1 as we hold it (attached). This information was readily available from a previous FOI request. However, we estimate the time taken to comply with Q2 - 6 would be in excess of 18 hours and therefore It is estimated that the cost of complying with your request would exceed the appropriate limit.

This is due to the way the information is recorded on the ledger and is not broken down into the categories requested, so the breakdown could not be obtained directly from the ledger.
To attempt to extract the required data would therefore entail retrieving all the invoices for 2010, which are electronically archived. Even then it is very unlikely that all the invoices would contain sufficient detail to analyse the costs to the categories requested.
