Trust, Freedom of Information Act requests are managed centrally by the

Thank you for your refined Freedom of Information Act (FOI) request, as
received on 1 February 2013 and acknowledged on 7 February 2013.   For
information, the University Hospitals of Leicester NHS Trust is one of the
largest and busiest NHS teaching Trusts in the country incorporating
Leicester General Hospital, Glenfield Hospital and Leicester Royal
Infirmary.  The three hospitals are staffed by more than 10,000 people
serving around one million people across Leicester, Leicestershire and
Rutland, and a further two to three million people from the rest of the UK
who come to us for the specialist services we provide.  During 2011-12,
the Trust treated 1,140,700 patients (or 3,117 patients per day).

 

Following consultation with colleagues from the Trust’s Finance
Directorate, I confirm that the University Hospitals of Leicester NHS
Trust holds information covered by your FOI request.   In your Freedom of
Information Act request, you asked for the following information and the
Trust’s response is provided following your request below:- 

 

Could you please inform me under this freedom of information request how
much money have the Trust spent on the use of agency nurses and health
care assistants for Christmas day 2012?  Please supply the same
information for nursing staff and health care assistants from the staff
bank.

 

As previously advised under your earlier FOI request KR/FOI/12177, I am
advised that the Trust does not report internal bank staff or agency staff
by the day. Therefore, in order to collate a response for your request in
respect of bank staff spend, payroll would need to be interrogated and it
is estimated that this would take approximately 20 hours and approximately
250 agency invoices would require manual review taking up to 5 minutes
each (taking a total time of approximately 41 hours) and this would
therefore significantly exceed the 18-hour ‘appropriate limit’ provided
for under the Freedom of Information Act 2000.  Under section 12 of that
Act, therefore, the Trust does not propose to progress your request
further.

 

However, pursuant to Section 16 of the Act (the duty to advise and
assist), the Trust has been able to provide an estimated total cost on the
basis of the number of bank and agency staff booked to work on 25 December
2012.  The estimated total expenditure is £12,000 which is based upon the
following staff bookings for 25 December 2012:-

 

(a)        Agency Health Care Assistants – nil

(b)        Agency Staff Nurses – 18 (9 on days and 9 on nights)

(c)        Bank Health Care Assistants – 12 (4 on days and 8 on nights)

(d)        Bank Staff Nurses – 10 (2 on days and 8 on nights)
