Thank you for your e-mail of 07 October.

I wonder whether you could clarify your request for me please.

British Waterways does not record whether licensed boats have 'accommodation' and so we do not have information relating to this part of your request.

Please could you clarify the final part of your request regarding trailable boats. For example, is this linked to the first part of your request or is a standalone request for the number of trailable boats licensed with British Waterways. If it is the later then please clarify the timescale that you would like this information to cover.

able to be removable from the canal with out cranes / dry dock or
similar methods please.

The aim of the request is to see if a pattern of increase /
decrease of boating is showable for boats that require boatyard
services.

boats licencesd by BW that require professional underwater
maintainance facilities hense the question re trailable boats
possibly removable by the induvidual.

Yes please, figures for the last 5 years until the most resent
information if possible though if this to much work please reduce

My FOI request of October 7th has not been answered with the
information requested.

I have tried to clarify as the BW reply gave information that didnt
need to be given.

Why not try answering the first question with the pertinent
information in the 20 days allowed?

I think I am obliged to ask are you short of work and trying to
provoke a internal review request?

Further to your request of 19th October I can confirm that the numbers of 'Trailable' boat licences purchased from BW for the last five years are:

2007: 732
2008: 731
2009: 743
2010: 686
2011 to date: 579

Please send me a complaints procedure word document and the
information requested and stop ignoring good advise.

Please also consider reading the legislation pertinent to the FOI
Act where I recommend a focus towards the assistance to persons
making FOI requests from organisations.

Quote-marks I must confess that I, too, am at a loss to understand what this FoI request is about! This is not least because the wording seems (to me) to be a bit confused, not helped by the literacy.

Perhaps it might help Mr Surridge if he was to travel to BW HQ and discuss this with them face to face?

Or at least, if he isn't prepared to do that, to go back to the start and completely redraft the question, carefully checking the grammar and spelling to avoid confusion. (A preamble - to explain why the question needs to be asked - might help.)

I'm sorry if this sounds rude; I really don't mean it to be.

Is it possible that you are refusing to assist the first written
FOI onn this subject of October 7th because of the words "with
accomodation"?

You explained that those figures are not available from BW at
present because the accomodation part is not recorded.

Is it beyond you capacity to THINK to supply the numbers of boats
with licences in total when you concider the extensive exchange of
emails and further information clarifing the aim of the FOI?

I can confirm that I have not refused to send you any information. I have informed you about the information that I cannot send because it does not exist, please note that the FOIA does not require an authority to provide explanations, comments, or justification or any other information unless it is already on record, nor to enter into other correspondence. Neither does the FOIA require a public authority to create records in order to reply to a request for information.

I have responded to your request for the number of Trailable boats on BW Navigations over the last five years by supplying you with the number of Boat licences issued for boats with 'trailable / out of water' status:

2007: 732
2008: 731
2009: 743
2010: 686
2011 to date: 579

This is all the information that BW holds in relation to your original request for:

Re-read reply of the 21st of November 2011 please as you appear to
have ignored it in your correspondence to me. Perhaps the truth
mentioned is inconvenient to you but it is truth.

Trying to simplify further ;

How many boats are licenced in addition to the trailer-able boats
(same area same time period)information of which has been given
more than once for no good reason that I can see other than
possibly a distraction from the previously explained point of the
FOI.

I am writing further to my acknowledgement of 9th December and the clarification of your request also dated 9th December.

I am able to respond to your request now as follows:

In addition to these figures I must clarify some of this information for you. The trailable figures are the original figures that I gave to you. These figures do not include any refunded licences.

It's impossible to give you figures for 'the number of boats licenced each year'; this is because that number is constantly fluctuating through contracts expiring and refunds being issued. The figures therefore show licences that were issued - it's not necessarily representative of boat numbers, because of course some customers will buy 3 or 6 months, so be represented more than once in each year's data. However, rather than not being able to respond to your request I thought that you may find this information on the number of 'total licences issued' helpful.
