Response to this request is long overdue. By law, under all circumstances, Land Registry should have responded by now (details). You can complain by requesting an internal review.

Thank you for your email of 03 August 2020 in which you requested information on the number of TR2 forms and Power of Attorney documents registered by HMLR personnel in 2015 and 2016.

Your request was dealt with under the terms of the Freedom of Information Act 2000.

I can confirm that in 2015 there were 13,125 TR2 applications recorded and 9,629 in 2016.

I can confirm that there were 132,240 power of attorney documents filed in 2015 and 132,337 in 2016.

The data is also subject to Crown copyright. You may use the data for personal use/research but this does not entitle you to reuse it for any other purpose (including commercial use, marketing or publication). If you wish to reuse the information, please let us know what your intended use is, so we can consider this further.

You should also be aware that third parties may have intellectual property rights (IPR) in the data. For example, Ordnance Survey and Royal Mail claim IPR in address data and you should also contact them, if you intend to reuse the data.]

Thank you for your email of 16^th October 2020 in which you requested the
number of TR2 Applications and number of Power of Attorney documents filed
by private individuals in 2015 and 2016.

 

I can confirm that HM Land Registry holds information falling within the
description specified in your request. HM Land Registry holds the
following number of Power of Attorney documents filed for 2015 and 2016:

o 132,240 for 2015
o 132,337 for 2016

 

Total Power of Attorney documents for 2015 & 2016 = 264,577

 

I can also confirm that HM Land Registry holds the following number of TR2
Applications filed in 2015 and 2016

 

o 13,125 for 2015
o 9,629 for 2016

 

Total number of TR2 Applications for 2015 and 2016 = 22,754

 

HMLR does not record who filed the Power of Attorney documents when they
are submitted and filed on our systems. Due to this, there is no way to
complete a search of Power of Attorney documents held on our systems by
specific individual(s)/organisation(s)/registered companies. Due to this
we would have to search through each Power of Attorney document held for
2015 and 2016 individually to find out who submitted this to HMLR, it is
estimated that this would take two minutes per document, therefore a total
of 529,154 minutes (8819 hours and 14 minutes or 367 days).

 

Section 12 of the Freedom of Information Act makes provision for public
authorities to refuse requests for information where the cost of dealing
with them would exceed the appropriate limit, which for central government
is set at £600. This represents the estimated cost of one person spending
3.5 working days in determining whether the department holds the
information, locating, retrieving and extracting the information.

 

We estimate that it will take us in excess of 3.5 working days to
determine appropriate material and locate, retrieve and extract the
information in reference to your request. Therefore, your request will not
be processed further.

 

In regards to the TR2 Applications, it may be possible for us to complete
a search of our systems for applications that were lodged that:

 

 a. Have no customer key
 b. Were processed through one of HM Land Registry’s Citizen Teams

 

Whilst these are more likely to be lodged by private individuals, there is
no guarantee of this as commercial organisations and firms can still lodge
TR2 Applications in this way.

know and I’ll begin processing this request once confirmation has been
