Paul the chance of you getting any information from Gwynedd in relation to Taxi's is slim to none simply because they haven't got up to date records of the information themselves.

As for Iwan Evans getting back to you, more hope of getting a reply from the Queen !!!

requested:

 

The response to your request for information is as follows: 

 

On 22 October 2010, the Central Licensing Committee agreed upon the policy
regarding the age limits of Private Hire and Hackney Carriages in
Gwynedd.  From this date

·       all vehicles to be licensed as a Private Hire Vehicle in Gwynedd
for the first time must be under 6 years old at the time of licensing;

·       all vehicles to be licensed as a Hackney Carriage in the Dwyfor
and Meirionnydd area for the first time, must under 6 years old at the
time of licensing, and

·       all vehicles to be licensed as a Hackney Carriage in the Arfon
area for the first time, must be under 3 years old and wheelchair
accessible at the time of licensing.

 

On 17 September 2012, the Licensing Committee decided to delegate the
power to the Head of Regulatory Department, in consultation with the Chair
and Vice-chair of the Committee, to approve taxi vehicle licensing
decisions which are contrary to policy in relation to age and wheelchair
accessibility.

 

From 22/10/2010 to 17/09/2012 the electronic records of vehicle license
applications processed during this period do not differentiate between
applications made within and outside the policy.  A total of 516 Hackney
Carriage licences plus 356 Private Hire vehicle licences were issued by
the Licensing Unit during this period.  The examination of each case
record to determine whether the licence was issued contrary to policy
because of the lower age limit would take an estimated minimum of 5
minutes per file.  The total time taken to discover this information will
be an estimated 4360 minutes (872 cases x 5 minutes).  

 

From 17 September 2012 onwards however, the electronic records of
applications for vehicle licences do differentiate between applications
made within and outside the policy however they do not specify the grounds
of the non-compliance to policy, for example the records to not
distinguish between a vehicle that was contrary to policy because of the
upper age limit of 12 and those that were contrary to policy because of
the lower age limit of 3 and 6 years.  A total of 136 Hackney Carriage
applications plus 5 Private Hire vehicle applications that were contrary
to policy were received during the period 17/09/2012 to 31/03/2016.  The
examination of each case to determine whether it was granted contrary to
policy because of the lower age limit would take an estimated 10 minutes
per file.  The total time taken to discover this information will be an
estimated 1410 minutes (141 x 10 minutes). 

Unfortunately, in this case the amount of information you have requested
is very substantial. Gathering it together would therefore be likely to
involve a significant cost and diversion of resources from the authority’s
other work.

 

When calculating the cost of complying with a written consent, the Council
will calculate the time taken by an individual member of staff, charged at
a rate of £25 per hour, to do the following:

i)                    Deterring whether the Council holds the information

ii)                   Locating the information or document

iii)                 Retrieving the relevant information

iv)                Extracting the relevant information from a document

 

As such, your request certainly seems to exceed the £450 cost limit
(equivalent to 2.5 working days) which the Government has set for dealing
with a FOI request.

 

The best way we can help you therefore is to ask you to try and narrow
down your request, for example, by asking for less information or
restricting the information to a specific time period.

 

If you are unable or unwilling to narrow down your requests we will, of
course, consider it in accordance with our obligations under the Freedom
of Information Act 2000, but if it does exceed the cost limit, we may have
to refuse the request.

 

 

The total time to taken to respond to this FOI request will be an
estimated 5770 minutes (4360 + 1410) which brings this request into the
‘exempt’ category.

 

The Licensing Unit wish to apologise for the delay in providing this
response and wish to assure you that it will be revising its procedures to
improve the response performance.
