Dear TFL,

Thank you for your response.

As per my original request, I have specified that I would like this information for each year (this is each year that you have the data for). I believe IRCAS / Appeals Service haven't been in existence for a long time (my information may be incorrect, but I believe 2015 is when AS was formed), so this shouldn't be classified as vexatious or excessive.

For purposes of clarification, I require the data for each year that you have data for.

Yours sincerely,

Ben Sherwin

Dear Mr Sherwin

TfL Ref: FOI-1981-1819

Thank you for your email received by Transport for London (TfL) on 26
October 2018.

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy.  I can
confirm we hold some of the information you require. You asked for:

How many penalty fare notices are overturned by the Appeals Service /
IRCAS each year?

Please include the numbers at each stage of the process (Appeal 1, Appeal
2, Appeal 3) etc and also how many appeals are not overturned in
comparison, in order to provide a % of appeals that are successful at this
stage.

I have specified that I would like this information for each year (this is
each year that you have the data for). I believe IRCAS / Appeals Service
haven't been in existence for a long time (my information may be
incorrect, but I believe 2015 is when AS was formed), so this shouldn't be
classified as vexatious or excessive.

Please find attached three spreadsheets with details regarding the penalty
fare notices overturned by the Appeals Service/IRCAS from 2015 to 2018.

Please note that prior to 2017 we did not record the number of the
appeals, so we are only able to supply percentages. The statistics for
2017-18 are also not separated by modes, unlike the previous years and the
figures provided represent all Penalty Fares issued. Some of the
percentage of Penalty Fare Notices paid within 90 days in 2017-18 is still
being collated and is not held yet.

I would also ask(where possible) for you to provide details of the reasons
for overturn.

We do not keep a report detailing the reasons the penalty fares are
overturned and are unable to supply this information.

If this is not the information you are looking for, or if you are unable
to access it for some reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to
appeal as well as information on copyright and what to do if you would
like to re-use any of the information we have disclosed.

Yours sincerely
