Number of reports relating to bins left on the street outside 111 Ashley Down Road and details of any action taken

Dear Bristol City Council,

There is an ongoing problem relating to bins left on the street. This has been reported numerous times and the problem is still occurring.

Please can you provide details of the number of reports that you have had highlighting this problem as well as the number of times the relevant council departments have been contacted by councillors about this issue.

Please can you also list the actions that have been taken to date and any steps of the bin removal process that have yet to be completed.

It is with regret that I am writing to request an internal review of Bristol City Council's handling of my FOI request 'Number of reports relating to bins left on the street outside 111 Ashley Down Road and details of any action taken'.

The freedom of information request was submitted on 22nd February and is now massively overdue. By law the authority should have responded promptly and by 31st March.

I have not even received an acknowledgement from my last communication which was sent on the 11th of April. I simply asked for information as to when the information would be provided and information as to why my request has been reassigned to another officer.

reference your requests for information are in bold below and our
responses follow.

111 Ashley Down Road

1 - Action taken:

30/01/14 - Cllr D Willingham emailed Streetscene Enforcement regarding
bins on pavement

04/02/14 - Area Environment Officer and Streetscene Enforcement Officer
joint site visit

10/02/14 - Streetscene Enforcement Officer sent email to Cllr Willingham
outlining the layout of the flats

10/02/14 - Cllr Willingham confirms he will speak to planning

10/02/14 - Area Environment Officer requests a large four wheeled bin for
all the flats and the removal of the individual bins

18/02/14 - Cllr Willingham emailed regarding the planning permission that
was granted for the flats and the Cycle Storage/Bin Storage shown on the
drawings

19/02/14 - Area Environment Officer email Cllr Willingham to advise that
it had been decided not to give the flats a larger bin as this would have
to be stored on the pavement and would take up more room on the pavement
and would probably attract fly tipping

21/02/14 - It was agreed to contact the Landlord to ascertain what
information they give to new residents about Recycling and Refuse
Collection and where they were supposed to store this between collections
March 14 - Area Environment Officer left the City Council, so have no
information on whether a response has been received from the landlord

15/4/14 - Streetscene Enforcement Officer asked for rubbish from this
property that had been left on the pavement from residents moving out, to
be removed

17/4/14 - No further action has been taken.   However, the residents that
live in these flats a fairly transient and we will need to restart the
process and contact the Landlord again to establish what information they
tell their tenants about the storage and presentation of their recycling
and refuse when they move in.  Then do some education with the new
residents on the services we provide and not leaving wheeled bins and
recycling boxes on the highway

You made a request for information on 22 February 2014. The statutory deadline for response was therefore 24 March 2014. You eventually received a response on 1 May 2014, having chased on a number of occasions. We acknowledge that our response was well outside the statutory deadline and we apologise for this.

Internal reviews must be completed no later than 40 working days after receipt of the representation and, as a matter of best practice, we endeavour to respond within 20 working days as recommended by the ICO.
