Number of Potholes reported / spend

We're waiting for Sean Pring to read a recent response and update the status.

Dear Office of Rail and Road,

Please could you provide UK data on how many potholes or damage to the road surface have been reported per month from 2016-present. Or this could be done using the money invested by councils to repairing potholes per month from 2016-present.

I would like to use this data to identify a relationship between the number of potholes reported and the turnover on car parts.

Yours faithfully,

Sean Pring

Dear Mr Pring,

Thank you for your email of 8 August, requesting UK data on the number of
potholes or damage to the road surface reported per month from 2016 to
date.

We have considered your request under the terms of the Freedom of
Information Act 2000 (FoIA 2000).

We do not hold the information you have requested.

The Office of Rail and Road (ORR) monitors Highways England’s performance
against key performance indicators that have been set for it by Government
in the Road Investment Strategy. Highways England is the organisation set
up in 2015 by the Government to operate, maintain and improve the
Strategic Road Network which comprises motorways and major A-roads in
England.

Highways England has a key performance indicator for keeping the network
in good condition. The metric that is used to calculate the condition of
the network is shown within Highways England’s Operational Metric Manual
(OMM). This can be found at the following link from page 199 onwards
[1]https://assets.publishing.service.gov.uk...

The metric is informed by the surveys detailed within the OMM and whilst
they interpret the condition of the road surface against various
parameters, they do not necessarily include a count of potholes or a count
of the damage to the road surface. The ORR does not receive any raw data
from Highways England related to surface condition, only the calculated
metric figures which are published by Highways England within their
monitoring statements. This can be found on the “PS8 – Network in good
condition” tab within the following spreadsheet:

[2]http://assets.highwaysengland.co.uk/Corp....
This means that the ORR does not hold data detailing pothole numbers or
damage to the road surface per month.

The ORR publishes its assessment of Highways England’s performance against
its key performance indicators including network condition annually. You
can find our most recent assessment for 2018-19 at the link below:

[3]https://orr.gov.uk/highways-monitor/publ....

Other roads in England are managed and maintained by local highway
authorities within local councils, or in London by Transport for London.
Scottish roads are managed by Transport Scotland, Welsh roads are managed
by the Welsh Assembly and roads in Northern Ireland are managed by the
Northern Ireland Executive. As we do not hold data that shows the number
of potholes or damage to the road surface for roads that are not part of
the Strategic Road Network, you may wish to contact the relevant authority
or the Department for Transport (www.dft.gov.uk) which may collect such
data nationally.

Should you have any further enquiries regarding your request, please
contact us.

Your rights of appeal

If you are not satisfied with the way in which your request has been
handled, you have the right to ask for an internal review. Internal review
requests should be submitted within two months of the date of this email,
and should be addressed to the Board Secretariat at:

Office of Rail and Road

One Kemble Street

London

WC2B 4AN

Email:    [email address]

If you are not content with the outcome of the internal review, you may
apply directly to the Information Commissioner (IC) for a decision.
Generally the IC cannot make a decision unless you have exhausted the
complaints procedure provided by ORR. The IC can be contacted at:

Water Lane

Wilmslow

Cheshire
