In respect of the Blue Badge scheme, may I please have the following information:

How many people who were previously granted a Blue Badge on the basis of having walking disabilities have since lost their Blue Badge on the grounds that they no longer meet the criteria for "walking disabilities". Please provide this number for each of the last three years (2010-2012)

You asked;

 

How many people who were previously granted a Blue Badge on the basis of
having walking disabilities have since lost their Blue Badge on the
grounds that they no longer meet the criteria for "walking disabilities".

The Council does not hold the information you have requested.  This is
because “walking disabilities” is not a category that was measured
historically in relation to Blue Badges.

 

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review.  Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to:-

Since you do not apparently hold the information I requested- which I find a little surprising- I will therefore make a modified version of my request.

Please therefore inform me how many people who were previously granted Blue Badges have since been refused them on the grounds that they no longer meet the criteria. In addition, please indicate what % of total applications for Blue Badges in a given year, that this group, who were refused a renewal, represents.

Please provide the figure for each year 2010/11/12

Dear Mr Hunt,

 

The Department for Transport (DfT) revised the Blue Badge legislation and
guidance in January 2012. This included a requirement that Local
Authorities move to an independent mobility assessment model to determine
eligibility. This has resulted in a significant increase in the number of
badges refused both at renewal and at initial application. We have
attached a table to show the information requested. It must be noted that
these numbers do not include Blue Badge appeals and the outcome of
appeals.
