Number of 'Pedestrian Crossings' under the jurisdiction of KCC

Dear Kent County Council,

Please could you advise, as closely as records allow as to the current total number of 'Pedestrian Crossings' (see clarification below) and the types that are in use that come under the jurisdiction of KCC.

The definition of a 'Pedestrian Crossing' for the purpose of this request is deemed to be those pedestrian crossings that are not linked with the flow of traffic at road junctions, rather those crossings that have been installed solely for the purpose of assisting pedestrians/cyclists/horses etc. to cross the road.

I would be grateful if the information could be supplied in a format similar to this:

1) Zebra crossings (with flashing yellow beacons) = X Total Number

2) Puffin crossings = X Total Number

3) Pelican crossings = X Total Number

4) Toucan crossings = X Total Number

Where a single road is crossed by a number of staggered crossings I would be grateful if this could be included in the figures as two or more crossings to greater reflect the actual number of crossings in use.

Please could you also provide some indication as to breakdown of crossings by the road type they are installed on - i.e detailing the total number of each type of crossing installed on A roads, B roads and so on.

I believe KCC's Highway Services division would be most appropriate department with KCC to respond to my request.

Further to your request for information relating to pedestrian crossings,
because the information you have requested falls under the scope of the
Freedom of Information Act (FoIA) and is information held within the
Environment, Highways & Waste Directorate (the directorate), your request
has been forwarded to me so that I can co-ordinate the response on behalf
of the directorate. This is to comply with procedures that the County
Council has for dealing with all FoIA requests.

You asked the Council to provide you with:

* Zebra crossings (with flashing yellow beacons) = X Total Number

* Toucan crossings = X Total Number

Although the response has been sent from me, I have liaised with Kent
Highway Services who have provided the following in answer to your
request.

Although we hold some of the information that would enable us to comply
with your request, we do not hold all of the information in the format you
have specifically requested. It may be helpful to know that under the
provisions of the Freedom of Information Act there is no obligation for
public bodies to create information in order to satisfy requests.

That said, we can confirm that there are 21 Puffin, 272 Pelican and 87
Toucan crossings which come under the jurisdiction of Kent County Council.
Please see the attached spreadsheet for the details that are available for
this aspect of your request. As per your request where a crossing is on a
dual carriageway the crossing has been counted as two sites. However, on
some sites we are unable to provide information as to which type of road
the crossing is located on.

With regards to zebra crossings there are 518 which come under the
jurisdiction of Kent County Council. Please see the attached spreadsheet
for details of the locations. Unfortunately, whilst the road locations are
identified, that particular record does not identify what type
(classification) of road the zebra crossings are located on. Because we
do not hold this information in the format being requested, there is no
obligation for us to comply with this element of your request.
