Number of out-of-area placements for adults with learning difficulties, mental health disorders and complex needs

Response to this request is long overdue. By law, under all circumstances, Northumberland County Council should have responded by now (details). You can complain by requesting an internal review.

Dear Northumberland County Council,

Under the Freedom of Information Act 2000 please could you provide details of the following commissioning information:

Part 1
(a) The total number of adults in each local authority who are placed outside the local authority receiving care/support with a learning difficulty.

(b) The total number of adults in each local authority who are placed outside the local authority receiving care/support with a mental health disorder.

(c) The total number of adults in each local authority who are placed outside the local authority receiving care/support with complex needs.

Part 2
If available, please could the above information for parts 1a, 1b and 1c also be provided by calendar month in 2022.

Regulations request in relation to Adult Social Care and Commissioning 

This request is being handled under the Freedom of Information Act 2000/
Environmental Information Regulations 2004. 

I am writing to ask you to clarify your request. This is because we need
further details from you in order to identify and locate the information.

Therefore I should be grateful if you would please clarify:

 

• Whether your questions refer to adults of all ages (including older
people)
• Whether you would wish us to include dementia as a “mental health
disorder”
• What you understand to be included within your term “complex needs”

 

If possible could you clarify these terms by reference to the categories
which we most often use for statistical purposes, which are those used by
NHS Digital for social care statistics.  You can find out about these by

Thank you for your response. See answers below:

• Whether your questions refer to adults of all ages (including older
people) - Apologies, I mean adults aged between 18 and 64 (therefore excluding older people).

• Whether you would wish us to include dementia as a “mental health
disorder” - Yes please but as above only for adults younger than the age of 65 (early-onset)

• What you understand to be included within your term “complex needs” - I refer to the definition given by the APPG "A person with ‘complex needs’ is someone with two or more needs affecting their physical, mental, social or financial wellbeing."
